Shaping the Future of Aged Care: Insights and Priorities for Reform

Australia's aged care sector is at an inflection point. Surging demand driven by an ageing baby boomer population, intensifying cost pressures, and a landmark new Aged Care Act — centred on the rights of older Australians to quality care — are reshaping the sector in fundamental ways.

In response, the Actuaries Institute has established an Aged Care Working Group to inform policy development aimed at improving outcomes for older Australians while supporting the long-term financial sustainability of the sector.

The Working Group has identified four immediate priority areas for reform:

  1. Transparency of costs and quality — making it easier for consumers to understand aged care costs and meaningfully compare providers across both cost and quality metrics
  2. Means testing simplification — reducing the complexity of an exceptionally complicated means-testing framework that presents a significant barrier to informed decision-making
  3. Navigation and information access — developing tools and resources that help older Australians and their families access information with greater confidence
  4. Provider solvency standards — establishing robust solvency standards to further strengthen the financial resilience of aged care providers over time.

The working group will outline work to date in each of these areas.

About the presenters
Anthony Asher
Anthony Asher is currently Chair of PPS Mutual in Australia, a director of Fresh Hope Communities, the aged care and accommodation arm of the Churches of Christ in NSW, on the Institute’s Audit and Risk Committee and active in retirement research with the Institute and in a part-time position at the University of New South Wales. 
Georgina Hemmings
Georgina Hemmings is a consulting actuary whose interest in this sector started with pricing longevity products in London. She has supported family and friends transitioning into aged care for over 15 years. Georgina regularly responds to Government consultations relating to retirement policy. Through the Aged Care Working Group, Georgina is seeking to help other families feel confident navigating the later stages of retirement.  
Candice Ming
Candice is an actuary with a strong interest in how funding, policy and service design can improve people's lives. Drawing on experience across health insurance, government and regulated sectors, she brings a practical and curious perspective to the challenges and opportunities facing aged care services. Through the Aged Care Working Group, Candice is currently contributing to work examining the aged care customer journey. 
Alfie Qiang
Alfie is an actuary and director at management consultancy Simon-Kucher, with experience advising financial services organisations on strategy, pricing and growth. As a member of the Actuaries Institute’s Aged Care Working Group, she is focused on simplifying complex information and designing practical solutions that help people make more informed decisions.
Qiao Zhou
Qiao is an actuary at Pacific Life Re with more than 10 years’ experience in life insurance. She is a member of the Actuaries Institute’s Aged Care Working Group, contributing to its work on cost transparency and the My Aged Care consumer journey. She has a particular interest in applying actuarial thinking to create clearer, more accessible pathways through the complex systems people encounter in retirement. 
Catherine Nance
Catherine Nance is a non-executive board member and actuary with over 30 years spanning superannuation, investments, insurance, financial modelling, aged care and government. Former Partner at PricewaterhouseCoopers for 19 years, now non-executive director and independent committee member across financial services, government, aged care and not-for-profit sectors.
